Public numbers on Isdn

I work on a CM and had to change the public unknown numbers and I only receive only page 1 with page 2 to make changes but if I change an existing ext number but it says it exists on another table I think I am not getting all the entrees on Page 1 whats wrong Thanks

change public uses a 2 page buffer

give the command a starting point to index into the list

change public 0
change public 5
