Public folder tree missing from child doman exchange server

I have a new exchange server in a child domain na.abc.grp. I am missing the Public folder tree and public store defaults. Do you have to create those? If so, it says Public Folders is not unique and i can't name the tree that due to "Public Folders" being in the root domain abc.grp oraganization. Also OWA can't access public folders. I get http error 505.
 
You would get that error. Is it a proper child domain? If so, in the store properties, you need to set the PF to fix this issue.
