Public Folder creation permissions

Hi all...

Thanks again for any help you can offer...

I want to allow certain users to create Exchange Public folders...I want them to be able to create subfolders under folders I have created...I have these users "Owner" access on the folder (which includes access to create subfolders), but yet they still get an error saying they dont have sufficient permission to perform this operation...

Any ideas what I might be missing?
