PSTN Calls routing out incorrect location

Hey folks,

I'm running into an issue with a new configuration I'm doing. I have several 1120/1140 phones that are registered to location 1, but need to make their local calls out of location 2. There's a separate PBX in location 2 that has PRIs already working for local phones to call out, and I can call between the systems (distance steering codes are set up).

These phones (while they are physically in Loc2) are registered to Loc1, because our AACC system is at Loc1, and needs to acquire the sets/etc. FWIW we already have a third location set up (Loc3), that is already working - set up by vendor. The contact center phones in Loc3 are registered to the PBX in Loc1, but are physically located in Loc3, and make their local calls out of Loc3.

This is going to cause issues for the users in Loc2, because ignoring resource requirements, they'll need to call long distance to call local PSTN numbers, and dialing 9 only to reach sets from Loc1.. obviously not ideal.

I suspect the missing configuration is on our NRS / Element manager routing, which unfortunately I don't have access to. Wondering if there's any other way I can get these phones registered to Loc1 to make their PSTN calls out of the PRIs at Loc3. I am semi-familiar with BARS/NARS, but not sure how to do this....

You have to do Zone based routing, basically another set of BARS for each SRG.

That's what I initially thought, but Loc3 is working (registered to Loc1, PSTN calls out of Loc3), and is not set up for Zone based dialing.
 
Not sure how they are doing it without zone based dialing. Since the phones are registered at location A and you want to use the trunks at location B something has to route the local calls back to location B and that is done with zone based routing. If it's a SMG you could do it with TGAR since the MGC is actually registered at location A also.
 
I could try setting up zone based dialing (though I haven't tried it before).

I have a SIP trunk set up between Loc1 and Loc2 - presumably I'd use that to route the calls over to the other location?

Dialed AC would be 9, new AC would be the ACOD of the sip trunk? How to I tell it the route to use at the remote site?

Doesn't seem to be any guides on the sites I usually use to do this stuff, seems pretty heavy :/ I found but I'm not sure if zone based dialing, and ZACB are the same thing?
 
ZBR is way above my pay grade, but I have messed with it and seen it. I'm by far no expert and would not be one to give you advice on setting it up.
