The best place to start your search (for anything PSP related) is the PSP Users Group site at
You can also just do a search on the internet. For example searching for +filters +"Paint Shop Pro" on Altavista returned over 8000 results, most of which were appropriate.
By the way, most Photoshop filters will also work under PSP.
