Only way to do this in Photoshop (that I know of!) is to create each letter individually and rotate it slightly. You would be much better off using a drawing package such as Illustrator or Freehand to do this for you.
Also, if you must add your text in Photoshop, you have to be careful about what way you save the file. Use something like EPS to prevent the text from being rendered as pixels, otherwise it'll print a bit fuzzy, and believe me, it's very noticable at small sizes.
Usually, you would use Photoshop to prepare any pixel based artwork (photos, etc), use Illustrator/Freehand for 'sharper' artwork (or 'vector-based), then assemble the whole thing together in a page layout package, such as QuarkXPress or InDesign. Some of the functionality of these packages overlap a little, however, so if you're limited in what you have available to you, you can always improvise.
If you're sending this out for someone else to print, remember to talk to them about what they can accept, then find out what they would recommend. Although most printers can output a Photoshop file, depending on the content, it might not give you the best results on it's own.
