Providers Clock syncronization

Hello.
This is my first post here, please be gentle help me.
At the company were I work we have a Nortel Pbx Communication Server 1000 were recently I got in charge of managing it, and I have a problem.
We have two providers and three telephony streams, one provider lets call it "X" with 2 streams and the other "Y" with 1 stream.
Clock controler was set to provider X and Y got down because of too many SLPREPs, I have set the clock controler to provider Y and now the X gets down.And every ~ 3 Hours the stream gets down, and I have to put it up manualy.
Please help me find the cause of thi problem and how to fix it ASAP.

Is it a 1000E? If so, put each provider in it's own loop. The clock is unique to the loop on the 1000E. You will need another clock card. If it's a 1000M the provider will have to fix it. Have them check to see if a repeator in the stream is in free run.
 
It's an CS1000E.
We think about it to put each provider in separate cabinet's.so each provider with its own clock controller.
But why till now everything was OK??
We are having this configuration for 5 months now.

The PABX can not track 2 clock sources at the same time
Set the clok to one provider.

In LD 73 - LPTI ot the loop

SLP 255 1S 255 1S: This will allow 255 slips in one second without putting the link out of service.
OOSC = 0 - This will automatically restore the service - The default is OOSC = 5 (at the fifth failure, you have to rest teh link manually.
If the loop is DTI2 OOSC can be chagned in SYTI and not LPTI.
 
We have put the SLIP at the maximum 255 and the OOS at 127 in 5 hours , the streams remain up but we still have the message DTA301 (I think) which is for the slips that occur.I also receive the message of QOS packet loss and is around 2,5% to 3,5 %. what is the meaning and problem of this ?
Next week we plan to do a restart of the phone system and to put another clock controller.
