Provide Utility to Users to run Jobs

I have a sql job we cannot schedule, it's PR related data, needs to be able to run when ready during payroll cycle process. I want to provide payroll dept utility/tool to run job when they're ready so there is no need to contact IT to run job. Want to remove IT involvement in bi-weekly payroll processing steps.

Appreciate recommendations and insight on how to accomplish this.

You can make the job owned by them (or an app login they have access to); anyone can run jobs they own.

You can make them members of the appropriate SQL Server Agent role(s).
