Protection Pilot - installation error.

I have been trying to install ProtectionPilot on a Windows 2003 server. I am installing MSDE as the database server during the install as well. Everything goes well until it starts to initialize the database. At this point I get an error. DBinit.exe fails with the following error:

did you open the port you are using?

When you install the MSDE server during the installation of PrtotectionPilot you are not allowed to change ports. The default port is 1044. Is there a way to verify that this port is open? I would assume that if the port is selected during the install this means that the port would be open.
