Protecting a resource pool

I am using Project 2000 and trying to set up a master project plan that is linked to multiple subprojects plus a resource pool that includes our internal dept.

Ideally, I'd like the RESOURCE POOL TO BE PROTECTED but also allow the subproject mgr to ADD OTHER RESOURCES TO THEIR SUBPROJECT. How do I do that?

I've tried saving the resource pool as read-only, but that seems to work only when attempting changes directly in the resource pool file. If you were to add a resource from the linked subproject, it actually gets saved in the resource pool and thus the pool gets all messed up.
 
I think the setting "pool takes precedence" causes locally added resources to "stay there," and not be added to the pool. This is under the Share Resources part of the menu.
