Programs installed under Admin but Users cant Access

Most of our programs are installed under the Administrative account for the users to use, but when the user logs on either the he/she can't run the program cause it can't find the reg entries for it. I tried logging onto windows and going into the profiles and taking the program from admin profile to the all user profile, but the reg entries don't follow it..I know this has to be a simple thing I'm missing ideas?

I am having a problem when a Windows 2000 Machine logins into the network and the user is a domain user they can't install any software. Now, any previous software that was installed does not run. If i login as the local user and install the software it shows up in programs, but i get errors. The only way I can get this to work, it to make the users DOMAIN ADMINS and it works. NEED HELP PLEASE!!!!!!!!!!!!!!!!!
