programs connect?

ok so im trying to have an IRC bot connect to a network. basiclly a program that i have on my windows 2003 server need's to connect to port 6667 but i only get "Unable to connect to server (Connection attempt timed out)"

why is this ? is the windows 2003 not allowing the program to connect? the windows firewall is turned of and still i get that, and yes, it's the correct address cause i can connect to it on my other computer.
 
You running any bundled anti-virus software? I know that McAfee and perhaps Symantec have some sort of 'anti-worm' feature that disables all sorts of useful traffic.

i run nod32 on it. do you know if that can start any problems or if it's anyting else ?
 
Can your bot connect to any other IRC server on 6667? What if you telnet to that port from the server?

It's a port that's frequently blocked. I don't know if you are on a corporate network, someone may have made an exception for the IP of your other system, but not for your server's IP.

it cant connect to anyting i tryed irc.quakenet.org and several more without luck. the server is standing on an open network wich means no ports in and out are blocked at the current momment. and i tryed other ports that the IRC netwoks wich also do not work :/ is it someting in windoms 2003 blocking it ?
 
Windows 2003 Server does not block IRC ports without the Windows Firewall service being involved. If the Windows Firewall service is disabled, you should not have any trouble using the IRC ports. I doubt it's the OS blocking your connection. It has to be some other software that you loaded on the server.
 
as said erlier there is only Nod32 on it and the windows firewall is turned of. still the bot cannt connect to anyting. :( not even localhost BNC's
 
here comes another double post (damn)

but just incase and for testing i uninstalled nod32 and added port 6667-6669 into the turned of windows firewall exlusions, still i get a timeout to whatever i connect to.

Unable to connect to server (Connection attempt timed out)

Connecting to irc.quakenet.org (6667)
Unable to connect to server (Connection attempt timed out)
