In response to your post, I have had several customers with "buggy PRIs". Is it a fair assumption that upgrades beyond 4.1 would continue the buggy behavior as opposed to doing a startup and then reprogramming on a higher s/w rev. from scratch? Or, should an upgrade shake all that out?

each sw has its own set of problems for eg in rel 6 NT took 3 attempts to get it right.
4.1 usually is with the rel 1 NVRAM, which is known for data corruption - on replacing that reprogramming is required. But for the 6.x case just the SW needs to be replaced
upgrade the softwaree as senks1 stated, get PRI key code, get a t1 card and install in the main cabinet far right position, then program(target lines and routes). That should get you going in the right directio!
