Programming phone buttons for VM functions

Just upgraded a MICS system, and I'm having some problems with programming the phone buttons.

The system was upgraded from v1.0 to v6.1MR, and the StarTalk Flash was upgraded from v1.7 2-port, to 2.1 4-port. The entire system was initialized and reprogrammed from the ground up, and everything is working just fine. However, the phones -model M7310- previously had buttons programmed for voicemail functions, and I have been unsuccessful in getting this to work after the upgrade. The were programmed as follows:

B17 = Retrieve Voicemail
B25 = Leave Message (enter mbox no.)
B33 = Transfer to Voicemail (enter mbox no.)

I can take a call and transfer to VM by using F986 and entering the Mbox number, but I can't program a button with any feature that starts with the number 9. I'm guessing that I'm missing something simple. Any suggestions would be greatly appreciated!
