Currently I have 4 interfaces on the PBX to make calls to mobile. Any connection to any wireless carrier connection goes through these interfaces, which I would like to improve, to create a form where I can say, if the link is for the mobile operator, the call should go through the interface A, the link is to a number of cellular carrier B to B connection goes out the interface and so on, it is possible in Hipath 3800?

It can be done using lcr on the system
You will have to know how to set this up properly or it could block calls getting out at all
