programming for 911 in Main office to SRG in normal mode

I need help I can not get a 911 call to route throug the SRG50 during normal mode.
 
Put all the IP phones for the SRG in their own zone. Once that is done build the ESA ERL zone to route using the to the SRG trunks across your virtual trunks.
The NTP for SRG has a section for ESA routing that will step you through the configuration. The NTP is NN43001-307
 
I have done that. It seems the calls are failing at the NRS.
I have checked the mapping in the sig server and NRS and all names seem to match, but call still fails.
 
Is SRG end point registered? Are the routing entries configured on the SRG endpoint?
 
Turn on DCH messaging for virtual route and post results.

If you can telnet to SigServer, also turn on H323 or SIP trace and post that also with info on what IP is What.
