Programming 11c for Dial Out 1

I've been a Nortel Tech for over 8 years (certified and all) but I've only worked on the larger systems. I am now trying to program an 11c to dial out. It is a backup system to the 81c and I 'borrowed' a PRI from the 81c to accommodate the 11c. The problems are:
1 - I can't seem to break the PRI channels out of 'MBSY' mode. I'm using 'SL1' @ IFC.
2 - I cannot seem to get 'outside tone' when dialing my access code ('9'). Where would I check for proper programming of code?

* Just for the record - the PRI was programmed as a DID on the 81c and I am using it as a TIE on the 11c.

i would make it match on both ends, a iao did works, and when you define ac1 you either allow or deny dial tone,.. as far the msby, a point to point pri should come up clean, make sure you dis the msdl and/or the tmdi after any d channel change, when you enl dch x fdl, those change take effect, heres a pri i have going back to a opt 11, if you need the 11 end let me know

Thanks Johnpoole. Realize - also - that the 11c is a standalone system and will not be connected to the 81c. I am interested in seeing the 11c programming as well.

quick point, if you always match your card/loop with your route and dch, trouble shooting will get a little quicker. very few things bother me quicker then software that don't make sense

you need a different pri card from the one that is in the option 81c not iterchangeable.
 
Ok - I'm doing something wrong - lol. Now my D-channel is coming up with a 'wrong mode' message. My 'side' in ld 17 is set to 'user'. There must be something wrong with either my tmdi or dch config. I was under the assumption that a new install on an 11c stand alone system would be breeze. Boy! Was I wrong. All I want is outside dial tone............Telecom 101 - right? Lol. I'm still listening.
 
I just noticed that your 'pni''s were set to 0001 on both ends - is there any signifigance to this?
 
Please check the card comptibility between the 81C nad 11C or check the part no.
 
the private number id, must match on each end, never tried one that wasn't but they do match.. if your still haveing trouble with this, post the trouble discription, lcnt lcnt tables etc. for any pri trouble, always do a loop back to your switch. after you enll the loop in 60, withen 2 (?) minutes the d will est, then will rls wronge mode. that is due to the side prompt, one end needs to be set to usr the other net. each one should react almost the same way. also make sure that after ANY change on the d, dis msdl x in load 96 and enl msdl x fdl to write that change to the card. those changes do not take on the fly. the card has a cpu and ram, it needs to be updated to see the change..
