program flash failure after downloading the IOS from xmodem mode

Hi Everyone,

Now I am having the problem after downloading the IOS by using xmodem command.
The router model is 3640.
Previously the existing IOS is "c3640-is-mz.121-5.T8".
I upgraded the IOS "c3640-jsx-mz.124-19" by using tftp server and "copy tftp flash" command in previlege mode.
After restarting the router its straight away go to rommon mode.
Since I could not go back to user exec mode, I used the xmodem command and console cable to load back the the previous IOS "c3640-is-mz.121-5.T8".
After transferring the IOS I got the error as per below:

Erasing flash at 0x30fc0000
program flash location 0x300c0000
amd_flash_cmd: timeout on AMD flash command

program_flash: location 0x300c0000 wrote 0x60334b65,contains 0x6033e465
program flash failure at location 0x300c0000 - aborting
rommon 2 >

I kept trying with two or three different IOS but still got the same error. I followed the "Xmodem console download procedure using Rommon for 3600 series".
Can it be the hardware problem from flash memory? (or)
How can I verify the problem?

Looks like not enough memory/flash (likely flash)...
