This is in reference to a very old thread, however, I am having the same issue where I am trying to add custom icons to the action bar, but I am getting the error message

"Not enough memory.
There are too many custom icons defined"

I have tried many sorts of options for doing this but I either get the error, or sometimes after taking all the time to create this custom action bar (to run custom .wax files), when I save it I get a corrupted file.

I am building the action bar on a virtual machine (Win 8 host) running Win 2000 Pro SP4. All my icons are 32x32, 8bit.

Thanks for any advice
 
Yes, the action bar doesn't actually corrupt until the 5th or 6th custom button.

As a workaround I'm using 1 custom button that launches a form that displays the other custom icons but it just isn't the same :)
