Problems sending mail using Outlook Express 6

I am connecting to a Exchange 2000 server using Outlook Express 6 sending mail via SMTP and recieving VIA POP3. I can get mail from the server but when I try and send mail via SMTP I get errors about time outs. I am currently running Norton System works, on Windows 98 unit. I have confirmed that the same password is used for sending and recieving emails and that I am using the correct passwords.

Any suggestions.

SMTP "relay" has to be enable for your internal subnet (or your machine).

Go to "Properties" of your SMTP virtual server => Access => Relay
 
do I need to do this on the remote pc picking up the mail or on the exchange server. I do not know if I am using a SMTP Virtual server.
