Problems sending mail event 3018, 3030, and 3015

I have an Exchange 2003 server that has been getting errors in its Application Event Logs, all of which are NDR errors. In the que for the Default SMTP Virtual Server there are a lot of major domain folders (gmail.com, aol.com, comcast.net for example) that have hundreds of messages that are undeliverable. I have checked the DNS of our network and everything is resolving correctly to our DNS serves. My hunch is that there is something wrong with either how our SMTP Virutal Server is set up or the SMTP Connector on our Exchange server but I can't seem to pin point where the problem is.

Event Log Info:

Event ID 3018

Discription:
A non delivery report with a status code 5.4.0 was generated for recipient 'blah blah blah @ tmvs.tcc blah'
[msg-id <'blah blah blah @ ms58.he blah'>]

Causes:
This message indicates a DNS Problem or and IP address configuration problem.

Solution:
Check the DNS using nslookup or dnsq verify the ip address is in IPv4 literal format.

I was able to send mail where every i wanted a few days ago but out of the blue everything gets stuck in the que and won't go out.
