Problems restoring Outlook 2k3 from taskbar

One of our users is not able to restore Outlook from the taskbar unless they right click and actually choose restore. If they click on the Outlook taskbar option, nothing happens. They were able to restore by clicking before. Any thoughts on how to get that funcionality back?

right click on the icon that starts the app. choose properties. under "Run" make sure it says "Normal Window"
