problems on shutdown with win. 98 second addition

I have a Gigabyte GA-7VTXE With a Duron 850 processor, 256 DDR memory and i'm running win 98 second addition, everythings cool except for when i come to shuting down.
When I shut down there is no screen that appears saying your pc is safe to turn off the pc just saves its data and seems like its shuting down, but as soon as I hear the power cutting out the pc re-boots without any error or scan disc message. i have tryed every combination available in the BIOS setup but still no joy? i have also checked for a faulty reset & power swith. This ones really got my mind blown!!!!!!! HELP PLEASE!!!!
 
Well, to make it short and sweet for you,

just go to the Windows update page,
and get the HD Patch - down in the recommended updates.

It is about 260 KB, and installs real quick.
Reboot, and it will load.
It has worked for me many times.

Then, after the reboot, it should shut down normally.

If the Shutdown Supplement is installed, but still not working correctly, the Fast Shutdown registry key may be enabled.

The Microsoft System Configuration utility includes an option to disable Fast Shutdown. If this option is unchecked in Windows 98 Second Edition, your system may reboot instead of shutting down.

To resolve this issue, backup the registry and/or export the following keys:
go to Start>Run, type regedit. Navigate to:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Shutdown

Right-click on the FastReboot entry, choose modify and type in the number 0.
