Problems making skillset changes

Has anyone seen this message before and may know whats causing it

Error: Unable to save the users skillsets.-2147155972:An unexpected error occurred in the Client. Please contact your Technical Support Prime if the problem persists. [-4]:IceUsers.Users.1

tried accessing the CCMS server from different CCMA install and still get the problem, is it a issue with the CCMS DB or the OAM service ?
 
Have not seen that one before, is it release CC6?

'error occurred in the Client'; looks like it is the PC?
Have you tried starting the webclient directly on the CCMA?
 
yes CC6, we are accessing directly on the CCMA server, tried adding the CCMS on separeate CCMA server aswell but still the same, tried reboot of CCMS and re starting RTD Ice service but no joy
 
restart the server is the solution that nortel gives me
