problems in connecting to Telnet server running on windows 2003

I am havin a problem in allowing users to logon to Telent server. I am maintaining a Domain Controller for an educational institution with Windows 2003 installed on it. I maintain student accounts on it we should even allow them to telnet to this server. The way I set it up is
I have created a group called "Studnets" so all these student s will be members of this group and I have made this "students" group a member of "TelnetClients" group which is present by default.
And I have selected "logon locally" option for telnetclients.

Whenever users try to telent to this server it shows login prompt and when the user enters his username and password it displays a message like "the user has not granted the requested logon type at this computer". I don't understand where to look to solve this problem.

Any help is greatly appreciated
 
To me it seems you granted the users to logon locally meaning you have to sit in in front of the server console to logon.
What you need is to grant users to logon remotely allowing them to logon from a remote location.
