Problem with Network attendant Service NAS

There are two M1's connected via IP Media Card TIE Trunks (24 channels).One is OPT 11 with 2 attendant consoles w/NAS
keys lit. The Other M1 is a 61c with Centralized trunks and MM13 w/8 voice mail ports.
The call comes in on a COT auto terminated trunk that lands on 6200 which is a menu servic on the 61c. From the MS you can hit 0 and be routed to the network console over the tie at the OPT 11c. Problem is that sometimes you don't get the menu service and the inbound call goes directly to the attendant and in some cases the call goes to the NIT1 DN 7218 located at the 61c main.
This happens even when there are Tie Trunks idle and when there are voice ports idle and even when the console operators are not even on the phone talking.
The 61c console is in nights during the day(8-5) the OPT11c consoles are in idle mode during the day (8-5).
The 61c LDN0 is 7450 and the OPT11 is 2299. The OPT11 has a ACD group built for 2290 with maxp 1 and ncfw 7218 so that when they go in to night mode the call with route back to the 61c. 7218 is a DSC at the 11c.


Any ideas why this would be acting weird with skipping over the attendant on the incoming call and going to the network attendant at times. Also sometimes caller gets no menu service an goes to the NIT1 DN at the Main 61c when it should've gone to the network attendant.
