Problem with netsetup.exe in Win98SE to network with XP Pro

I'm trying to network Win98SE with XP Pro. In XP, I was told to make a disk with Netsetup.exe and run it on the other 98 Systems.

When I run it on my laptop, I get the message that "This operation has been cancelled due to restrictions in effect on this computer. Please contact system administrator."

Any thoughts?

Are there any group policies setup? If so check them out
