Problem with getting a line pool to work

I have a BCM400 v 3.6 and my main lines all come in on my pri. I am looking at my physical line list on the bcm and I have lines 61-83 that are in PRI-A pool. Then I have lines 91-94 that show as Pool B and 99-102 as Pool B as well. What I am trying to fix is when my PRI goes down I have 8 copper lines that are connected into a CTM8 module and the CO routes the calls in on the copper but I have no lines available when the pri is down. I look at the DN setup and I think I know what the problem is but I can't correct it. Under line assignments I have listed Pool A and PRI-A. When I try to add Pool b to the assignment and hit save it says the Pool B is not a valid Pool. I tried changing Line 102 to Pool A which it let me do and tried to dial out but still no free lines. I can't find any other place to configure the line pools but I could be missing something. I don't see any lines in my physically enabled lines list that is set to Pool A, only Pool B on the last 8 lines. I am using some analog lines right now with some cordless phones to dial out right now and am waiting for an AT&T technician to fix my Pri right now but I need to have some available lines in the AM when the office opens.

When using PRI-A there is no POOL A, you need to assign an Access code to POOL B other then 9 and then add the POOL B to all set's.
 
Since pool a is already assigned to the sets either in access codes under pool a add an 8 or 6.Or make a route with a destination code of 8 or 6 then use a route with pool a in it.There is also something else called over flow, when the T1 goes down it overflows to another route but to much to describe.It's in the doc's.
