Problem with E&M line, can't dial 9 to get an outside line

Hello my friends, need some help with this issue.

I have this configuration in all 4 E&M Lines, where 3 of them are in the Pool C and one of them is in Public:

Ans Mode: Auto
Ans with Disa: N
Signal: WinkStart
ANI Number: N
Gain: Normal
Dial Mode: Tone

I also have other 2 lines both of them in the Pool C, with the only difference that when I browse their configuration it does not displays me this option [ ANI Number: N ] like the other 4 lines.

My problem is that when someone from other site dial into my site and then dial 9 to get an outside line in order to make a local call it gets a busy signal. I they dial the entire number in a row it works. How can I fix this ?

By the way... Is it possible to have a DISA in this type of system with an analog line (obviously I have 20 lines connected to my Nortel).how can I do that without getting more equipment, only with my current extensions. I already have an external DISA equipment, but is it possible to create another one?
 
You should configure your remote access package 04 to allow for pool access.
You should also to configure DISA and class of service passwords to use when you fire up DISA.
Analog lines can support DISA as well.
The danger with analog line DISA is the equivalent sequence at the CO once you configure the analog line to auto answer callers will hear stuttered dial tone.
Also check in hardware to make sure the switch sees the E&M cards in the correct module/slot.

Under system programming look for remote access, her you can define your DISA DN.
The DN can matach the last 4 digits of a DID number.
You will allow pool access in remote access package 04 and paging if you like.
Create a Class Of Service Password and for remote access use filter 04.
When you dial in using the DISA DN number you will hear stuttered dial tone, enter the COS password, dial your pool access code and phone number or enter * plus a supported feature such as *630 for remote paging.
