Problem with dcpromo on child domain

I'm trying to make a server a child domain of an established domain. DNS is working. When I dcpromo, it stops because "Active directory could not replicate the directory partition."..."Access is denied" The login I use to run dcpromo is the administrator account on the parent domain, which is a member of Domain Admins, Enterprise Admins, and Schema Admins. I was wondering if anybody had any ideas of what might be causing this error.
 
Do you have mixed Domain Controllers (Windows 2000 and Windows Server 2003)?
