Problem with creating new users

I am getting this message on a single domain / single server network:

Windows cannot verify that the user name is unique because the following error occurred while contacting the global catalog: the server is not operational


Any suggestions? Thanks!

Are you having DC/DNS problems? Can you ping the DC?

All that seems to work fine.

Are you trying to create these accounts from the DC, or from another workstation? Have you checked the FSMO roles for this one and only server?
