Problem with Circumflex accent

Windows 95, French user
The circumflex (^) does not work as expected. Presses the ^ key then the vowel and should see the accented vowel. Instead, we see the accent twice, followed by the letter eg ^^e instead of ê
The regional settings are correct and it used to work before.
Any ideas how I can make this work again?

Try changing the font type .... Does this happed on all fonts ?
