Problem with auto-numbering in headings -- bug?

I am writing an operations manual using outline numbering in the headings, and the problem is that that the auto-numbering from the numbered list style between the headings continue in the headings causing the headings to be misnumbered.

For example:

Section 1: Setup ("Heading 1" style)

1. Check fuel. ("Numbered" style)
2. Check brakes.
3. Check tire pressure.

Section 4: Operation

1. Turn on fuel.
2. Put in neutral.
3. Press ignition button.
4. Apply clutch and put in gear.
5. Apply throttle and release clutch.

Section 6: Maintenance

and so on

This also occurs with Headings 2 and 3. I am using FM8, and I don't remember this occurring with FM7. Does anyone know how to resolve this issue?

BTW - I am using the following auto-number formats:

Heading 1: Section <n+>:\sn
Heading 2: <n>.<n+>:\sn
Heading 3: <n>.<n>.<n+>:\sn

Numbered: <n+1>.\t
 
Solution: I needed to put an "H:" at the beginning of the auto-numbering formatting to designate that the numbering was for a heading. So it should look like this:

Heading 1: H:Section <n+>:\sn
Heading 2: H:<n>.<n+>:\sn
Heading 3: H:<n>.<n>.<n+>:\sn
