Problem using more than one external line 4

I am installing a Norstar system in my office that my company obtained secondhand. It is going to replace our current, ordinary phone system. I am totally new to installing PBX's and phone systems in general. I have been doing much research and experimenting and almost have the system ready to go. I have the extensions set up and working, and I am able to make and receive external calls from my meridian phones.

My problem is this: Our current phone system is hooked up to two external lines from our provider. I have taken both of these lines and connected them into the punch block that came with the norstar modem. However, I find that I am only able to make one external call at a time. If i call my cell phone for example, I will try to switch lines and dial 9 to make another external call, but all I hear is dead air. I am however, able to call extensions on another line. Does anyone know of a setting that I need to tweak to use both external lines at once? The model number on the Modular ICS KSU is NT7B53FA-93 if that helps. Any assistance would be greatly appreciated. Thanks!
 
In line programming you must put lines 1 and 2 in a pool A and others as public. Hit the next button in lines to see the setting of all lines since they jump from 1-4 to 25-48. 1-4 first card 25-48 second card.
 
I put lines 1 and 2 in pool A and made the rest public, and now when I pickup the receiver and hit 9 it takes me directly to line 2 but all I hear is dead air and I am unable to call out. Before when I could call out and I hit 9 it took me to line 7. Could it be the spot where I have the lines on the punch block or could it be another setting that I need to change?
 
Thanks guys! I connected our external lines to lines 1 and 2 on the wiring chart and now lines 1 and 2 have dial tones and I can call out on both of them! However, I can still only call into one line- if i try to call the other line I just get a busy signal. Any ideas on what this could be? Is that expected?
 
Call your cell phone from both lines to get the numbers, call each # individually if that works then you have no lines in rotary.
 
Okay I can call my cell phone from both lines and can call both numbers from my phone and make the phone ring. What does it mean when you have no lines in rotary?
 
The provider is not sending the second call to line two, there is no hunt from line to line two.
 
It means that your service provider does not have Line 1 set to ring to Line 2 when Line 1 is busy. This is not controlled by the phone system.
 
Oh ok. So I would need to contact my provider to change that then?
