Problem setting up Cisco 191 ATA ON OSB X3

Hopefully somone can help. I am trying to configure a Cisco 191 ATA on a remote site with VPN to X3 in main office. I can set up 3cx application and works a treet so I know it is down to the ATA. The ATA is registerd and can make and receive internal calls. But it cannot dial out to PSTN and when it is called on DDI it cuts off on answer.I have simplified the dial rules to ([1-8]xx | 90xxxxxxxxxx | 900xxxxxxxxxxxxx)to allow PSTN and internal calls. Any help would be appreciated as I have been informed Unify wont support Cisco devices.

Check your codecs offered by the ATA and X3 match.
I know between CUCM and Hipath 4000 you need to disable Clear Channel Codec.
