Problem running upgrade_export

Hi,

Trying to run upgrade_export on a Nokia IPSO, I had run it twice before and successfully created the .tgz export file. Now when I try the following errors appear:

Did you stop all the services

Yes I have done a cpstop but same errors occur. I even deleted the ver.tmp file - it recreates it..bizarre.
