Problem opening MS Excel file "attachment"

We are having what I consider a very odd problem.

We have an Excel file that is updated each morning and emailed to a distribution list of 20 users. The file is emailed by an administrative assistant to the distribution list and is received and opened just fine by everyone on the list...except one. Whenever the file is sent by the admin assistant, our board chairman (of course...it has to be the chairman of the board!) opens the file and it's blank.

What I find to be the oddest part of the problem is that I can email the same file to him and it opens perfectly every time.

I want to clarify that it is EXACTLY the same file. I'm not re-opening and re-saving the file or changing it in any way. She sends me an email stating that the chairman got a blank file, and I send him an email attaching the same file she just sent, and it opens fine.

Does anyone have ANY idea what might be causing this issue?

This is obviously a big problem considering that it's our board chairman that it's happening to. I'm unable to actually inspect his computer for any issues on his side, because we are on opposite coasts.

Any insight you might be able to provide would be greatly appreciated.

I failed to mention that we are using MS Office 2003.
