First thing I'd try is finding and deleting the *.xlb file that plagues 2000. It is prone to corruption and will produce that error mesaage, preventing Excel from Opening at all.
Excel will simply create a new clkean version of teh file once it launches. It is the toolbar customisation file, so any changes made to your toolbars will be lost.

Both responses were accurate and correct but did not solve the problem.
By removing Microsoft Office using the installation disks did not solve it either.
The problem was solved by using the installation disks to remove Office AND THEN seaching the hard drive for all Office remanents in various files.
Should have someone who knows the software do it (as I did). Those files were deleted and Office reinstalled (after running for viruses/spyware etc) and everything find now.
