Problem in loading dll

1. You are atempting to load the wrong DLL. The required DLL is probably in your SAPI directory and it is call php4isapi.dll
2. I'm not sure which version of IIS you are running but I had major problems with IIS 6 and so installed the cgi version (php.exe) instead.
