Problem getting into sys information app

System:
1.4ghz athlon, 60gb maxtor hd, soyo dragon+ mobo, 256mb ddr, creative live 5.1 sound, sony cdrw.

I'm running windows xp home addition as an upgrade to 98se b/c of major conflics and everything is fine except for a few little minor things that I cant seem to work out.

First off, I cant get into system information and it gives me a message that states that my winmgmt service isnt running and to check to see if it is or not. Well I checked and it isnt but I have no idea to turn it on.

Also, startup is kinda slow after I get into the desktop. I get an hour glass only on my taskbar for about 2 to 3 minutes like its loading something big. This is kind of why I wanted to get into sys info so I could see all thats starting up when the computer is.

The final thing that is kind of bugging me is that I cant get the volume control in the taskbar to show up by the clock. I have it set to always show in the options for the taskbar but it doesnt help. I think that has something to do w/the driver for the sound blaster card, not sure tho.

Any suggestions would be greatly appreciated. Thanx,

If you want to see what's being loaded at startup, run msconfig. To access the services, run services.msc. Right click on Windows Management Instrumentation & you should have option to start service (also from properties, you can set it to automatic start).
I know the volume control is not visible by default (different to previous versions of windows), but it has appeared when I've turned it on - shouldn't matter what card you have (though some may 'replace' it with their own icon).
You say you upgraded from 98 - upgrades usually have more problems than clean installs. If you continue to have problems, I'd consider backing up and doing a clean install.

WinXP usually "locks" the taskbar and to get things to show up it has to be 'unlocked'. Right-click the taskbar and if a checkmark is in front of Lock the Taskbar, click on it to remove the checkmark.
 
This site will tell you all about services you need to run. You will be able to disable several which will be using your valuable resourses and slowing you down.

Navigate to your services by right clicking the My Computer icon and selecting Manage. Then click on Services and Applications and then Services.

You can access individual services by right clicking on them and bringing up the property page. This is where you can stop, start or disable any service.

In the Control Panel under the Sounds and Audio Devices. See if you have the check box ticked to show icon on taskbar.
