problem - edit user via webmanager in 11.1.2.4 ServerEdition

ServerEdition virtual 11.1.2.4

when accessing the web management as administrator, everything works fine except edit users;
the user list is still displayed, but after pressing the "pen" you see only the empty mask without content.
"loading ...." is displayed all the time

same behavior with firefox, chrome and edge
also cleared the cache in each case
