Problem during shut down

I have a PC with Windows 2000 and 256 MB RAM. A few days ago the browser homepage changed from bloombeg news to 'about: blank'. Even after I change the homepage from Internet options, it changes back to 'about:blank' after the computer restarts.

Also, during shutdown there's always a file that is not responding and the screen with End Now button appears. When I tried to bring up Task Manager by using Ctrl+Alt+Delete. I got a message box saying that there was an error in the Task Manager. Any help would be greatly appreciates.
