Trying to connect these two exact same VPN routers together. I can get the two of them to happily "connect" to each other. However when I try to ping from one side through to the other, i can ping the router, however I cannot ping through it.

Background info:
side1:
10.1.1.X
10.1.3.X
primary gateway is 10.1.1.1
VPN router is 10.1.1.3
From this side I can ping 10.1.5.1 (VPN router on the other side.)

side2:
10.1.5.X
primary gateway is 10.1.5.1
VPN router is 10.1.5.1
cannot currently ping from 10.1.5.100 to 10.1.1.3 (or anything beyond it)

Any suggestions?

In reply to your background info, you're showing that 10.1.1.x on side one is the internal network that you need to connect to from side two. What is the internal network that side one will be connecting to?
Also, in the status of the VPN tunnel, verify that its status is connected; and not disconnected.

If I traceroute from 10.1.1.1 to 10.1.5.1, i see it as 1 hop.

As for bahamas question. I am trying to tie both sides together. so the internal networks on one side are 10.1.1/24 and 10.1.3/24 while on the other side it is 10.1.5/24

Pinging may be disabled on 10.1.1.3. This would be done through your firewall settings. If you enable DMZ on 10.1.1.3 this may allow the router to respond to pinging. It is not recommended as this would allow attackers to find your IP address by allowing the router to respond to pinging.

On Both of the VPN routers, I see that they are CONNECTED to each other. I can also see this in the logs.

make sure both router have the same firmware first. if they do then make sure you have the latest. if you do update firmware( after doing the firmware update, write down your setting then reset them both back to factory default and then set them back up. if you have update one of the router and did not reset back to factory and then plug information back in you will have this type of problem
