Problem: Caller hangs up, but line is still open

Hey guys so we got our IPO Cloud server online and working however we are facing a new problem.
So whenever someone who is using a cellphone or another landline outside of our system hangs up from the call, the line will continue to be open until we hang the phone up ourselves.
This only seems to happen on outbound calls only, inbound calls work fine.

I did run System Monitoring and i can confirm that we are getting the BYE message when the caller hangs up, it's just the line doesn't hang up after they leave.
I've checked the overall system and nothing seems out of the ordinary here, but I'm not sure if I am leaving a box unchecked somewhere.

Has anyone ran into this problem before and if so what was your resolution?
 
Do you send a 200OK to the BYE?

If not, then you're not "understanding" it

I'd compare the INVITE/200OK on the outward call vs what the BYE looks like. Maybe there's a header in there that changes like the contact header or something and the IPO is having a hard time associating it to that particular call.
 
We sent several invites and we got the Bye, we even pulled the System Monitoring log and went over everything and We can see that the system does receive the Bye from the disconnected party
we even got with Avaya Support, and they aren't even sure what's going on as our firewall rules and the IPO Server have the correct settings.
But its not just to one particular call, its to all outbound calls that have this issue, inbound works perfectly for whatever reason.
 
We just worked with Avaya Support and we were able to resolve this!
It was an issue with the Network Topology Settings.
