Private lines cant transfer

I have a number of private line on an option 61C but each time a call comes in, The moment I press transfer button, the call cuts. However, if I initiate the call on the same line, I can transfer without any problem. Is this normal??

I don't know how cutting a call off would be Nortel's design intent.

I'd be interested in seeing the Route Data Block for the PVRs, a sample TN, and knowing if this is a Centrex HF transfer or a TRN/AO6 transfer.
