Printing garbage in my displayed page

For some reason or another my pages are starting to display garbage like this...

Inspection of the headers and a link to the phpinfo() would be helpful.
 
Unfortunately I cannot give access to the database because it is on a non-internet connected server. But here is page code and if you want I can post the phpinfo results...

Looking at the page there are some things that are irregular.
When you read the source of you phpinfo you'll see that the document 'starts' twice.
There are two <DOCTYPE etc. and <HTML> tags.
That will of course mess up everything.
Have you changed anything in the apache config recently?
 
Actually I did edit the config.inc.php file, I removed the value from $cfg['PmaAbsoluteUri'] = ''; so that I could access phpmyadmin from another computer connected to that one. It worked, but I think that is when the problems started.
 
I have no idea exactly what's going on... but it may behoove us to know what server you're running?

I had a problem where my page was outputting unwanted characters (but I could at least read mine and figure out what process they were coming from)... anyway, the problem for me had two solutions, you may want to look into either...

1) Output buffering

2) Switching from IIS 4 to Apache 2
