I am using Illustrator on a LASER ENGRAVING / CUTTING machine.
This is why I would like to choose the order of the different cutting tasks.

Can someone help me, how to create an order in the printing of the different layers

This sounds more like an issue with the software used to perform the cut.

As Illustrator was initially created for the print industry, you can utilize the same workflows, by either separating cutting steps by layers in Illustrator, or using spot colors to define each printing plate (or step in your cutting tasks).

My cutter driver will translate the vectorised questions like a printer, so very similar as a plotter

Creating separating cutting layers should do the trick, but how to specifie into Illustrator the print priority between the different layers

Depending on the version of Illustrator, there may be scripts to export each layer as a file (if not, do so manually). From that, you may be able to load each exported file to your cutting software.
