Primary overflow Group not working, secondary is?

IP500 V4.0.5 Hunt group overflow not working properly. What is SUPPOSED to happen is call is presented to Service for 3 rings, then overflow to the Backup group members and ring all of theme for 3 rings and finally ring all of the SvcOverflow group.

What is happening is the Backup group (the first overflow defined) is behaving in a sequential fashion instead of collective....

Service group-settings are as follows
Overflow time-15
No answer-blank
VMAnswer-600
Collective Ring with Call Waiting active (active on group members as well)

Overflow Groups are Backup & SvcOverflow.
Both of these groups are set to collective ring with multiple members in each, and all of their overflow, na times and vm are turned off (no overflow on these either).

What did I miss?

Have had similiar problem to this, I changed it to sequential and merged config then back to collective and merged again and that fixed it! It's as though the group locks up and ignores the config, but doing the above sorted it for me!! Worth a try!
