I found this below.

Unable to make call over Q931 MCDN network. PRI227 message on incoming side

Check for unconfigured channels - see below

Description
All calls on a Q931 link were failing as INCOMING CALL BARRED. But no barring in place.
PRI227 message also seen. The site had alternate routing so the call progressed down the alternate route, so problem never came to light until the customer added a new dialling entry with only one choice.
Below is sample of messaging.

Solution
The problem was found to be that the call was arriving on an unconfigured channel at the receiving end.
i.e. channel 1 at the receiving end was not configured, but was getting all the incoming traffic and failing it immediately.

wow, thats alot of data, this is a small 11 with two ties to a sl100 with a promary and backup D, no IP or network of any kind. I did go to site an had a red error light on CSU and renboot that CSU but still get an occasional error when I prt the hst file
