i have a norstar 4.1 with single span pri is it posible to limit the # of outboud calls to 10 and leave the remaining for in bound

you can find it in system programming under CBC LIMITS

If you use CBC limits they must also be programmed to be active by the service provider. We recently had this same situation with an Option 11 in New York and it took several months of calls back and forth between Verizon and Nortel. We finally found 1 tech in one of the COs at Verizon that remembered how to program the switch in the CO and it still took almost 3 weeks for him to get it right.
